    It seems pretty obvious to me. If you applied for the job previously, and were unsuccessful, don't apply again. Many job adverts will receive dozens, if not hundreds, of applicants. The last thing they need to be doing is trying to sift out the dross from previous interviews.

    However if it's two years after the previous interview then that person could have improved drastically in that time. For the record I've never seen this on a job advert.

    I've only ever seen it used when the same position was still to be filled.

    I reckon the OP has misinterpreted as 'do not need to appy', meaning they'll be fast tracked to interview stage.
