I don't make this stuff up.
No, indeed you are not.
However what you are making up is the idea that there is any realistic likelihood of a prosecution for election door bell ringing or the microscopic amount of electricity used by an answering machine as a result of an unwanted sales call!
I would dearly like Section 72 of the Highways Act of 1830 applied to solve an antisocial problem in the road where I live. But you try getting the police to take any action. They have almost total discretion about setting priorities and cannot act on every alleged crime that is reported. Even if they did the CPS will only prosecute if they consider it to be in the public interest. Again they have wide discretion in deciding that and it is difficult and expensive to challenge.
