Council offering me £4000.

    and yeah the losses are well over £4k,

    what is the breakdown of the losses?
    are the council aware that she is currently more than £4k out of pocket than if she had no issues with the property?
    are there elements they do not agree with?

    I simply don't understand why she didn't do something about the rat infestation herself.

    Even if it was caused by the neighbours, maybe she reported it to the wrong department in the council? Or, maybe, just maybe, they could have got the pest controllers in themselves? To let the infestation go on for a year without doing anything is silly.

    To sit back and allow them to do that amount of damage is beyond ridiculous, it would have been cheaper to get the exterminators in and pay for them.

    If the neighbours were throwing food into the garden then this should have been reported to the council as a health issue, this is separate to the ownership of the property, has nothing to do with whether it is a council house or private house, health issues are normally dealt with apart from this.
