Hi peoples. Need some advice for some friends. They both got a failure to pay notice from Herefordshirecpsm for failing to display. However no notice or ticket was placed on the car. They knew nothing until the failure to.pay letter. This put them beyond the DOPLA appeal date. Appeals by email to the email address stated on the letter was returned as non-deliverable... this was two cars at least on the same night with no note on the car... is this legal? How can they progress an appeal when out of time and company email doesn't work? Grateful for advice please

Got a few more details. The car park is poorly lit and it was dark. The pictures on the letter clearly show that. However this was a parking error way back in Feb and the letter is dated June so any backdated corroborating evidence will be pointless now I assume. The point is they didn't have a PCN attached to the car so didn't have any chance of paying the original £60 fee. Now have £100 due to non payment.0

Complain to the BPA and DVLA about this. If no windscreen ticket was received then the NTK should have been received by the keepers by day 14.
Please also confirm the proper name of the parking scammers as I cant find one beginning with "Hereford" in the ATA lists.I married my cousin. I had to...I don't have a sister.
