Just moved back to England and can't get a loan.

Hello... I wonder if i could get any advice. I have lived here all my life but between 2005 and 2006 I lived in Japan. I recently applied for a Loan and was rejected because i haven't lived in the country long enough. I was also told that it applies to Credit Cards as well. My current Loan rate is far too high and i wanted to move it onto a lower APR... any advice? Thanks
