Employer charging for payslip issue

She is indeed on a zero hours contract and does need the work. She says however that should anyone question or complain about any of the practices or decisions made by agency management then that person finds themself with minimal hours to work.

Unfortunately, in this case, she has no right to a payslip. As I said, I'd lay bets that the employer status is a sham and could be proven so - but that is another place. She is a worker and not entitled to a payslip. She can, of course, say she doesn't want one - but I wouldn't recommend that anyway, as you never know when she needs proof of her payments and deductions. And as workers, everything else got describe is also "reasonable" - in law.
I am no fan of care agencies, but I have to point out the economics of this situation. People wish to vote for cuts and lower tax and council tax payments. Care demand is increasing exponentially. We have an aging population - age and age related disability are huge issues. And we have generations of workers who were told (and perhaps stupidly believed) that social and health care would be provided for them as a result of tax and NI payments they make (which was always a lie). But good news... You now won't be bankrupted until after you die, which makers it all ok. The only way that any form of care can now be provided is to squeeze the workers dry. Believe it or not, the companies doing this are actually increasingly facing insolvency because they cannot make enough profit from it. And some are refusing to do the work any more. Which means that there is a coming crisis when there will be no jobs, no money, and no care.
I'm not suggesting you feel sorry for these companies. I don't. I do feel sorry for the workers and those who depend on support and help to live decent lives. You have choices next week. People.... use them. Because toy can vote for this, or vote against it. But if got vote for it, or don't vote at all, just remember not to complain when it hits you, because it will, one day.0
