Help to buy ISA bonus when adding partner to mortgage

If my partner has a H2B ISA can the bonus be claimed when adding them to my mortage and/or title, ie an equity transfer?
My research says that we would be liable for stamp duty if sufficient equity is transferred, which intuitively to me says that the H2B bonus should be applicable, however I can't find a concrete answer.
Any thoughts?

The scheme guidance FAQ states:

'In order to be eligible for a government bonus you need to be on the title deed of the property and the property must be purchased with the assistance of a mortgage. Under the Help to Buy: ISA Scheme Rules, you don’t need to be named on the mortgage of the property, however your lender may require all individuals named on the title deed to also be named on the mortgage. '
Its a slight grey area but you would normally expect there to be a property transaction and conveyancing involved.0
