Bedrooms vs ownership

Cells, do the figures break down property by type - it may be that flats are predominently rented and that they tend to have fewer bedrooms fo building 3+ bedroom flats wouldn't help home ownership either.
If this si the case then the issue is that the amount of land required per dwelling for houses is generally much greater per bedroom than for flats so using existing building land for purchase friendly houses rather than rental friendly flats is not the answer because the number of units that could be fitted is much smaller.
An extra bedroom just adds 10sqm of requirement
a 1 bedroom flat is maybe 45 sqm (living room, kitchen, bedroom, bathroom, moving space)
a 3 bedroom flat is 65 sqm
So on a given spare you could perhaps have 145 x 1 bedroom flats or 100 x 3 bedroom flats. So yes you get fewer flats but you have more persons per flat so overall its not a worse use of lad area. eg if it was 2 people per 1 bedroom flat and 2.9 people per 3 bedroom flat then you are housing the same number of people. It should also be a little bit cheaper to build the block with 100 x 3 bedroom flats rather than 145 x 1 bedroom flat. The block is the same size but has 45 fewer bathrooms and kitchens and boilers and gas/electric connections which are more expensive than using the same space for a bedroom.
Simply if you build the 1 bedroom property owners dont want to buy it, so 80-90% will go to landlords. If you build the 3 bedroom property 75% will go to owners as they actually want to buy 3+ bedroom properties0 -
If people want ownership to go up they need to force renters to buy 1-2 bedroom properties.
For me personally this doesn't make sense.
If you're the sort of economically mobile worker that has two properties, then it's very likely you'll want to rent your small "pied-a terre" and buy your 4-bed home in the country.0 -

Assuming it is the number of bedrooms that makes the property attractive to owner occupier buyers and not the type of property - ie perhaps 3 bed semis with gardens are popular with buy-to-live owners but 3 bed flats, despite having 3 bedrooms are still only of interest to renters.I think....0
