IPC PoFa 2nd stage thread lost - help

O P E R A T O R who are IPC registered. I sent the letter as advised in the thread and had one back stating
We refer to your correspondence received in connection with the above Parking Charge Notice (PCN).
Please note that responsibility for this PCN lies with the driver of the vehicle at the time the parking
contravention was observed. It can be ascertained from what you state within your appeal that you
were not the driver on the day in question. We note that you have declined to name the driver of your
vehicle at the time of the incident in question. It is important that we make you aware that we will rely on
the keeper liability provisions schedule 4 of the Protection of Freedoms Act 2012 (PoFa) and s such,
you remain liable for the outstanding Parking Charge Notice.
In order for us to process your appeal correctly, please follow the instructions below.
The following options are available:
1. Notify the driver of the vehicle that they will need to appeal to us directly, including their FULL NAME
(Forename and Surname) and a valid FULL SERVICEABLE ADDRESS within 14 days.
2. If you are representing the driver we require a signed and dated statement from the driver of the
vehicle confirming that you are authorised to appeal on his/her behalf. This statement MUST contain
the drivers FULL NAME (Forename and Surname) and a valid FULL SERVICEABLE ADDRESS. This
needs to be an original signature and not a photocopy or a stamp.

and I cant find in the thread what to do next (either my eyes or brain isnt working properly. Any advice would be very much appreciated. Thank you

    They are scammers.

    They are lying. You must not name the driver and there is nothing in law that requires you to do so. Not even a judge can make you reveal the driver's identity.

    Your next stage is already explained in the NEWBIES thread. It is ignore anything and everything you get from now on for the next six years except real court papers. Don't bother with an IAS appeal. It is a kangaroo court and you will have an 80% chance of losing.

    The part about ignoring everything includes ignoring debt collectors. The NEWBIES explains why it is safe to do so.

    The only thing you don't ignore is a LBC/LBCC/LBCCC/MCOL

    Check your post, check your inbox and junk folder for the next six years. If you move, tell the scammers the new address of the keeper.

    Who the driver is/was is your business and nobody else

    Tell the name of the driver and you will go to court

    VCS may well try it and it's up to you to prove they are wrong with signage etc

    Send a complaint email to David Dunford at the DVLA to say that VCS are saying that a keeper has to name the driver in order for an appeal to be considered:

    no, it was a tramoline park, road signage said to turn left from main road intoo carpark, inside carpark it said turn left one way system. It also said under 2 hours free. Turned out the left area was a completely different carpark hence the ticket

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    Hospital car parks and residential complex tickets have been especially mentioned.

    The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

    and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.
