Shared ownership remortgage - can't staircase!

My partner and I want to remortgage our shared ownership property to do some home improvements. However as we can't staircase above what is already owned we're having trouble getting a mortgage! HSBC were willing to lend us more than we wanted until we said we can't staircase  Can anyone help as to where to go to?
