It goes to a Valuation Appeals Committee.then yes - whether the local authority will accept it in the meantime is their decision.
A credit report is usually good for this as they tend to nicely summarise both addresses and the dates other bills changed over - they can often demonstrate a major change around the time of the move (obviously each credit report varies though)
The local authority may well ask why you've not been shown on the council tax demand for your current property.
CraigI no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -

I don't pay council tax but I see a lot of council tax demands, never look at them in much detail though - would a person need to be named on the council tax demand or is it just a case of whether the new house has single occupant discount or not?0 -

If they're jointly liable they should be named on the council tax demand - some notices get posted to a 'lead name' and the other names are printed elsewhere on the notice but the same principal applies.
If a liable person is not named on a demand notice they cannot be pursued for council tax non-payment.
The liable person, in legislation, doesn't have a choice about being named on a demand notice, the local authority should add the relevant names as legally required (what happens in reality though...).
The lack of a single person discount may indicate there is a joint liability and the other party has not been named for some reason but it could mean that there is another resident adult who isn't jointly liable or simply that a discount has been applied for whatever reason.

Luckily the solicitor who was dealing with the title transfer at the time still has his records and will provide me a copy of the transfer title and a letter to state that he was corresponding with me at a different address, I will also provide bank statemets etc to back this up. I have spoken to the debt collection department and they have made a statement on the account to this effect.
Good idea on the credit report history, I'll include that too.0
