Two letters from 'Parking Collection Services' Same day

Hello there.
Been a member awhile, haven't posted so much as in the past have found the information I needed in existing threads.
Just after some help as a thorough read, has left me a little confused as to what path I should take. Trying to help a housemate. Any help much appreciated.
We have received two separate letters through the post stating that we have parked within a restricted area, both dated 24/03/17 one at 21:47 another at 23:22.
Both fines are £60. I believe she honestly didn't know it was restricted.
The letters arrived yesterday and there was no windscreen ticket. It says it was issued following the use of a 'warden' operated camera system. Apparently we've 14days or it goes to £100.
Should I be appealing or ignoring?

These are not fines!
You need to read the Newbies Sticky at the top of this forum to inform yourself and see the viable options to tackle them.
PCS are IIRC an IPC member, so you need to focus on that advice0 -

they are a member of the BPA , but listed along with there sister companies (Debt Recovery Plus Ltd also t/as Parking Collection Services & Zenith Collections) , not as ticket givers , but as dept collectionSave a Rachael

Sweet ok, I shall check that out, there was something that had me ask, after I skimmed through that post, but I shall be more thorough, if I know it has all the info. Thanks for being patient with me all the same.
Honesty you guys are invaluable! Cant thank enough as well for the speedy reply.
Trying to help to convince a panicking mother-in-law out of paying these sharks, but I fear she just thinks I'm some kind of hap-hazard, uninformed, anarchist. (I mean.. I am, but...)
