Relocating stamp duty on new house

Any advice on this is much appreciated. I own a house in Manchester and relocating to Reading for new job. Current house is on joint name. I want to buy a flat in reading but don't think I will be able to sell the current one and relocate family to Reading immediately. Do I still need to pay the extra 3% stamp duty ?
