Class 2 and 4 NIC refunds

Has anyone encountered the new process for claiming a refund of Class2/4 NIC where the client has paid Class1 2 and 4?
I been doing this for thirty odd years by submitting claims (generally for doctors) to to the Deferment group in Newcastle. Now I receive:
The way we collect Class 4 contributions has changed (has it?) and deferment services are no longer able to refund Class 4 contributions from the 2015/16 year. If the tax office have charged the full rate of Class 4 contributions for the 2015/16 year without taking into account Class 1 contributions paid (you can bet your life that they have - chrismac will love this! ) please contact them providing a copy of your client's P60
Errrr - do they not have these details? RTI ??
How many of those who do not have accountants will know anything about maximum payments due on NIC classes?
Whisper it softly - how many 2015/16 calculations for the relevant taxpayers are now wrong and require amendment? I have nine out of nine. Presumably, the 2015/16 calculation will require amendment, an amount will be repayable in each and payments on account for 2016/17 will require adjustment? More work. Or am I wrong?
