Expat SIPP QROPS

I'm a Canadian resident (54 next bday) but have a deferred UK occupational pension that I am considering what to do with. I requested a transfer value and was quoted approx 28 times the annual pension. That seems advantageous to me and I'm conscious that this could change so it feels like this is an opportunity. The transfer value is greater than 30k so I believe that means I need independent advice to transfer.
All Canadian QROPS have been closed because they potentially broke rules about access to pensions before age 55. That may change but who knows? As things stand I can't sensibly transfer to a QROPS.
An alternative might be to transfer to a SIPP.
Is this possible for a non UK resident?
If it is are there good options for low cost providers?
