Unfair? Even Legal?

I work in a team of 7 support workers. Up until last year we only worked with older people. Then the company changed it so we were split into 3 smaller teams - 3 for older people, 2 for younger people and 2 to help lonely people of any age.
5 of these are permanent members of staff and 2 have been employed on fixed term contracts. The roles were very loosely 'divvied up' with no interviews, just an expression of interest of which part of the team you would prefer.
Now we have been told that the 3 in the older people's section of the team (All permanent members of staff) will probably be made redundant as that part of the service will cease.
We don't understand why all 7 haven't been put at risk. It seems unfair that only the 3 who just happened to have ended up in the older people's part of the team could lose their jobs.
Does anyone have any advice on whether this is legal (or fair?)

Possibly yes, possibly no. You could argue this information any way you want. What is missing is the first step - ask the employer how the selection was done and why everyone wasn't at risk. Without that part of the information, anything we say is nothing more than a guess.0

No new contracts were issued. The 3 members of staff who are affected have yet to have their at risk meeting - They will be asking what the selection criteria was then.
