Key Worker Property - Buy to Let?

Happy easter!!
Quick question for the experts, friend of mine has a flat she has been trying to sell and had the sale fall through 3 times. I don't know all the facts but from what I can gather her flat is registered as a key worker property (sure there's better terminology for it), though she isn't a key worker herself.
Flat is worth around 240k, she's been advised due to come clauses maximum she can sell it for is 190k I believe (or certainly someone else owns x percent of the property)
I was considering purchasing it off her (understand I'd have the same restrictions possibly if I tried to sell).
Do conventional BTL mortgages cover this kind of investment or is there something more specific I need to look for (if it exists at all)??

You need to look at the legal pack that comes with the flat/house.
One for a solicitor to look at it you hope to rent it out0
