What is the definition of '9 items per household'?

Hello all

I have got a question here and I wonder if it can be answered please.

I went to a coin distributer/merchant's website yesterday to order some collectable coins. On the product page, there was a note saying 'limited to 9 items per household'. So what I did was to make two separate orders using two separate delivery and billing addresses – one was using my home address and another one was using my work address. Within 10 mins, I received an email from the company claiming I have exceeded my order quantity, they said they were going to issue me the maximum quantity only.

I know it may seem obvious, but in my case, should I expect to receive only 9 coins or 18 coins in total?

I did phone the company to query about the email. As far as I understood from the company, both orders went through so I should receive 18 coins. BUT, when I checked my order status, I can only see ONE order went to delivery, but not both.

Despite the fact that the company can refuse to sell me any coins, am I right to think that I have not broken the '9 items per household' rule here?
