    Apologies for going off topic - but what is DEA? I have googled and all it comes up with is Drug Enforcement Agency - clearly not what is being referred to in this instance;)

    Direct Earnings Attachment - a recent innovation allowing DWP and councils to suck money from your wages without going through the inconvenience of a court hearing. There is no appeal process.
