remortgage for home refurb but no plans yet

Hi,
We are about to remortgage our house and want to do some home improvements to the house but at present we dont have plans drawn as yet just approx costs but we were wondering is it :
-better to remortgage and get the money now and sort the plans now
-do a loan when ready
-wait another 2 years and get plans sorted first
Any advice is appreciated ,
