Surveys - conflicting advice

I was hoping to get some advice of whether a Homebuyers or Building survey would be right for us.
We have had an offer accepted on a flat :j. It's the top two floors of a three storey Edwardian conversion. The mortgage advisor and one surveyor said we can only get a homebuyers survey because it's a flat. However other surveyors have said because it's an older property you need to get an full building survey. Does can anyone offer advice?

    Can the surveyor get access to survey the whole building?

    If not, a homebuyers makes most sense and value.
