Temporary vs permanent contract - payment amounts compared

Hi
Could someone please explain how one pay compares to another?

On pay scale, temporary rate per hour is 11.27 and what shows as at the same level for permanent contract is 21745 pounds.

Is there are rule that these two sums are identical if you consider the same number of working days in a year?

    If it's a 37 hour working week those figures are pretty much the same

    11.27*37 = 416.99 per week
    and just over 52 weeks per year

    OK, thank you.

    Then how about vacation? Sorry if that is trivial, but I know as a former entrepreneur I need to educate myself in that area.

    The document I received says "You will accrue 0.121 hours leave for every hour that you work. All leave must be taken during or immediately after this assignment".

    Will the amount be accrued on top of the hourly rate?
