    surely relocating staff in the Civil Service potentially has HR and financial implications?

    The simple solution is you all stay where you are working now and report the boss for not turning up for work.

    kick off at HR the bosses and the union.

    May be difficult if they turn up for work and find the office is locked or occupied by somebody else

    Quite apart from the fact that I am completely and utterly incredulous at the allegations the OP is making, the irony of the above statement amused me.

    I still do not believe that it is possible for a manager to incur the costs and make the decisions about an office relocation without their employer authorising it. It isn't going to be noticed that an office disappeared? Funny public sector organisation where that happens. I am a public sector union official, and in more than 30 years I have never heard of such a thing being done without any authorisation. If what you say is true, then the manager will be in a great deal of trouble. And I find it hard to credit that they wouldn't know that.

    But add I said, it's simple. You have evidence that the manager has acted without the authority of the employer? Submit a grievance. If you don't, think very carefully before you make allegations got can't substantiate.

    I have worked in the public sector, and have friends who work in the civil service, and have never seen this happen. Wouldn't the office address have had to be changed on the intranet or website? What about having stationery printed with the new details? Aren't office supplies etc ordered centrally so won't people think it odd that they are suddenly going to a new address? There is so much stuff to do with a move that this manager is a crafty genius if he has managed to do this without telling anyone!

    I have had to move offices several times in my career. It is pretty normal. My civil service friends seem to be moving every year as offices are shut down.

    Its been knowedge for a number of years that the Civil Service has been actively moving out of comercial rented quarters and trying to better utilise existing estate. In theory the savings should be substantial. I wonder if the OP happens to be working for a Quango like body. If that is so its possible that the boss does have authority.
