Halifax further advance

Anyone taken out a further advance for home improvements with Halifax?
We have plans for an extension and have asked for £40K to fund it. They've said that they can lend us that amount, but will only release the money upon receiving a final invoice. Which means the work has to be completed before they'll pay out the money.
Surely this isn't right? No builder will build a large extension without seeing any money upfront.
Any help would be appreciated, thanks
