Likewise, won't submit for me in either Chrome or Firefox. There is a message at the top stating there was a problem with the submission and to re-try in 60 seconds. Even selecting all of the tick boxes doesn't seem to make a difference. I will try back later, when hopefully the issue has been fixed.
