There have been several comments on the chat/pick me up fb pages but no official response - answers are probably not counting if you do not get the offers page as even when there are no offers that page is still used to actually "submit" the answers (if you are at the deadline date you may as well fill in the form in case they count but I wouldn't do any where there is still plenty of time)

I was having that problem with the Chat issues a while back (on the same website) - I had to go back and resubmit to get the offers.

Can't help with PMU though, I don't enter through the website x
