Shared Ownership Mortgage,

Just after some advice. I currently with Santander and own 25% of the property. We want to staircase to 100% spoke to Santander and they gave me some figures based on £160,000 valuation. They advised we would need to get that confirmed before we could proceed. so we paid out for valuation and it came back at that exact figure. On ringing Santander back they advised they couldn't offer the amount we wanted because of the LTV. we only contacted solicitors and got a valuation based on the numbers they provided. We went through the affordability check with them,

Would I be able to lodge a complaint with them for this? Feel unhappy paying out for things based on what they informed us.
