Barclays Int Charges Refunds

Barclays have been sending out settlements for international payments overcharging following investigations that have been going on for a couple of years. They quote a ten year applicability period 2005-2015 and offer a settlement figure which includes an interest rate of 8%. Has anyone else been offered a settlement and are there any thoughts on whether its reasonable (unlikely I know) , why this particular timescale etc. The helpline they quote is a standard rate one not a Freephone- typical.
