    No. In most areas the searches can't be done until the purchaser's solicitor receives the draft contract from the vendor's solicitor with plan. The LA requires the plan in many cases, I'm told.

    So you have to aim to have your mortgage offer, all your searches done and back and your deposit in the hands of your solicitor ahead of that date so you can exchange contracts by then.

    Agree with this. If it's a new build then there's no existing address/property to search against, therefore a plan is essential.

    Three months is normal for a purchase. Searches alone can take several weeks to come back.
