strange holiday allowances/rules

Yes - I think it makes sense for 7 hours of my 42 hours holiday to be used for Easter Sunday. Then I have 35 hours left as 'floating' holidays. What I don't understand is that 9 hours have been allocated by my manager to cover bank holidays.
