NHS job offer confusion

Early February I attended a job interview for a band 3 post. Later the same evening the chair of the interview panel called me to say that I had performed excellently and I would be offered the post I just had to wait on the official letter.
Role on the end of February much to my surprise I received an email stating I was being placed on the waiting list where I may be offered a post but nothing concrete. This letter came from the recruitment department of the NHS.
So after a month of thinking I had a post this was not what I was expecting so having saved the details of the lady who had called me from the interview panel I contacted her and she said there had been an error in uploading the posts to the system and I was accidentally placed on the waiting list they where hoping to fix the error quickly but yes I would be offered a post.
I waited a few days and contacted the recruitment people again to see how quickly this so called error would be fixed including a copy of the email saying there had been an error from the head of the panel to receive a very blunt reply saying no there hasn't been an error I am on the waiting list and that's that.
So I'm frustrated and annoyed now at the conflicting information I email again the head of the panel saying look should I just accept now I don't really have a post and she replies with you do have a post as soon as they come on the system you will be offered it first I don't want to keep annoying people but I just want to know what's happening. Anyone advise what I should do i know NHS can be slow but this just seems ridiculous.

The 'NHS' isn't slow, but there are literally hundreds of trusts.
I suspect they're waiting for budget approval for start of April.0 -
Thanks I'm in Northern Ireland where there's a handful of trusts. I suppose I just hoped for something more concrete as I know I have to wait for background checks etc before I would get a proper start date.0

There's no more you can do. Just carry on looking for another job while waiting. I had similar once with another NHS trust. Offered the job then they didn't have the funding and was told when they did I'd be first in line. Never did hear back from them.1
