Discounted Mortgage from Swiss (3%) or Japan (2%)

Dear guests and Martin,
I have recently been to Russia with business trip. During my boring everning I read an article on mortgages in russian housing market. What I was amazed with that some of russian estate agents offer a so-called 'super discounted mortgage'. Which basically mean that these agents provide mortgages directly from Swiss or Japanesse banks, where base rates are significantly lower than in UK - 3 % and 1% respectively.
I must admit I didn't phone to the agency to get more details.
But I am still wondering would it be possible to do the same in UK?
Can I remortgage in other country?
Or may be there is someone already knows someone who is smarter than most of us?

There are some Private Banks and a couple of 'traders' who offer this facility, but normally only for very high net worth clients and large mortgages. They would manage the mortgage for you, for a suitable fee, and switch between low rate currencies depending on exchange rates and interest rates.
