Yes - if OP's mum had always been part time she would have been offered to chance to join the LGPS when the rules changed in 1995. Even if she didn't join then, any change of job, job title or sometimes even a new pay reference number would have triggered enrolment into the LGPS, meaning OP's mum would have had to actively opt out. Is OP sure that his mum isn't in the LGPS? You'd be surprised at the number of people who don't know they are because they never read their payslips properly.“ My mum has worked for the local authority for the past 20 years and had a hip replacement in Dec 2016.

If she is not an LGPS member, this would be because she had explicitly opted out (whoops) - you've got to go beyond 20 years before people on 15 hours a week weren't eligible. Ill health retirements in the LGPS are explained here:

She went to citizens advice and has been told she is entitled to zero help at all as she was only working 15 hours per week before so no national insurance stamps paid.
I'm sure CAB will have checked this, but are you aware that your mum would have been getting NI credits as long as she was earning between £112 and £155 per week?0
