Sovereign wealth funds could replace tax

If government (s) were able to put a sufficient amount into a sufficiently aggressive sovereign wealth fund they could solve their deficits and even reduce or eventually eliminate tax. Government wouldn't be running these companies and could have income from abroad. It would reduce market opportunities for individuals internationally, somewhat, but on the other hand it'd liberate their tax locally

The only governments that are able to put any amount into a sovereign wealth fund ( irrespective of whether they are 'sufficiently aggressive' or not) are the one's that don't have deficits in the first place.
