The Postal Services Act 2000 is clear that an offence is created if anyone intentionally delays the post or intentionally opens a mail bag.
The Act states:
"A person commits an offence if, intending to act to a person's detriment and without reasonable excuse, he opens a postal packet which he knows or reasonably suspects has been incorrectly delivered to him."
Unless you are intending to act to a person's detriment and without reasonable cause, it is not an offence to open mail delivered to your address.
The other bit you quote about delaying the post and opening mail bags applies to people involved in the postal service. When does an individual ever get near mail bags?0 -

As I said each to his own view.....but.....
When does a person working in the postal service have "a postal packet which he knows or reasonably suspects has been incorrectly delivered to him."
Post workers deliver packets, packets are not delivered to them.
I did make it clear this was my view only, and my interpretation of the Act. I appreciate others will see it differently and I respect that is their choice.
