I have in the past looked through paypal's extensive FAQ's but I can't recall finding (the answer) specifically to this,

How long after making a payment by paypal can you cancel it?

Now I imagine there are many "it depends" attached to this. So here's the story.

I've sold an item on eBay, the winner has paid by paypal, I've claimed it and already requested the money be transferred to my paypal registered bank account which can take up to (7 days)?

If this person wanted to cancel this payment, could he? and how? Would or could it be done through paypal? or would it have to be done through his bank/card holder? Also, if either of these methods are possible, what are the time restrictions on payment cancellation?

E.g. He can cancel through paypal after xx days
E.g. He can cancel through his bank account after xx days
E.G. He can cancel through his credit card after xx days

With the latter he could charge a cashback or something right? Are the periods and circumstances variable on the credit card company?

Just to note, none of this has actually happened, I've just started selling things on eBay and paypal is my preferred method of payment and I want to know the nitty gritties incase someone tries this on me after I send their item.

Thinking of it as “cancel” is probably the wrong word. A payment can be reversed, but the buyer has to give a valid reason.

PayPal

The buyer has up to 45 days from the date of payment to start a PayPal dispute. He or she then have a further 20 days to turn that dispute into a claim. You then have ten days to respond. The buyer has a further three days to counter your response. PayPal then make a decision as to the validity of the claim. PayPal do not put an upper limit how long this can take. They warn that it could be weeks. Potentially, PayPal could reverse a transaction fifteen weeks after the payment was made.

Bank Account

A buyer cannot go to his or her bank and ask for payment to be reversed.

Credit Card

The buyer could potentially start a credit card chargeback up to six months after the payment was made.

The bank account one is a bit of a moot point, as you can’t tell how a buyer funded the PayPal transaction. You have to assume it was a credit card, and a PayPal claim is applicable to every transaction anyway. The very worst case scenario is the credit card holder, several months down the line, saying I didn’t authorise the transaction.

It is possible to give yourself a degree of protect. Read the Seller Protection Programme section of PayPal’s User Agreement. Read it again. Now, read it again. If you’re going to sell something that has a value you couldn’t afford to lose, stick to it rigidly.

This is best asked on the ebay board. Simply though a payment (assuming it is not an echeque) cannot be cancelled. It can be subject to a chargeback and like Alfie says there are only 2 reasons they can give to do this, item not received up to 45 days, and a full fraud on card (quite rare) up to 6 months.

However chargebacks are fairly easily avoided if seller is sensible, only posting to confirmed addresses for instance, and of course either insurance for loss en route for items under £34 so you can refund in case of loss, or for items over £34 tracking via an online mthod allowed by paypal:

Lastly trying to keep this simple, you can't wait for paypal to transfer your money into your bank account before sending goods. To have seller protection you must ship within 7 days of payment and in fact most buyers will expect their goods to be sent within a couple of days at most.

Thank you for verifying that (as Paypal are useless).

Recently i sold something to a young lady on Ebay. (I could tell she was very young, judging by the 'teenage text-style' emails i received from her:rolleyes: ).
2 days after receiving the item she informed me she was returning the item to me because it didn't fit, that she had cancelled her Paypal payment via her Bank & the item was on its way back to me!(?)

I emailed her and explained that i don't normally give refunds simply because an item doesn't fit (as i am not a catalogue company) and neither did i mention giving refunds in my auction. But seeing as i thought the item was on its way back, just went along with her and agreed.

The following day, she emailed again saying she changed her mind & now wanted to keep the item (as one of her relatives wanted it). Then she said she would make another Paypal payment as she had cancelled the previous payment through her bank.(!?)

It's been about 5 days since she made the first Paypal payment and i've not received any emails from Paypal saying there has been a reversal and the payment is still showing as completed! I have not received a second payment from her, so obviously she must have been lying about cancelling the payment all along!

Today she has left me positive feedback......................strange girl!
