Ias Appeal - think I've messed up!

Hi All,
I've just been reading through the sticky and recommended posts at the top of this thread and I'm pretty sure I've done everything you advise not too
Basically I was parked in what I thought was a 90 minute free Aldi Car Park whilst I took my four year old daughter for a wee for a total of 11 minutes. I was in an area I'm not familiar with.
When I got the parking notice I found out it was a car park shared between the pub and Aldi. I have not yet been able to track down the landowner.
I appealed the ticket using one of the MSE letters and was turned down with lots of pictures of giant signs (none of which I clocked, I'm ashamed to say) I did also appeal on proportionality but they never responded to that.
I emailed them to ask they review their decision explaining my mitigation and on the grounds they had not responded regarding proportionality.
They ignored it despite me putting the correct details in the email.
I then raised an appeal with the IAS.
They have responded today stating they would have considered my mitigation but because I sent them an abrupt letter to start they were not going to change their decision.
I have responded and asked again for their stance on the proportinality and said I feel they are being unfair not to review because I sent in a standard letter which they must have seen many times.
Having read your forums in detail I now know I have messed up big time
what do I do now? Is £100 proportionate for 11 minutes whilst I took my four year to the toilet (I was desperate to find somewhere at the time, it was a built up area, no handy trees or laybys and I was lost). I'm pretty sure by reading your forums that because is the IAS and they run a kangaroo court I have no chance at appeal and its already set in stone. Do I go to court and hope for leniency there?
I have already written the pub (no response) and Aldi who say they don't own the land.

IGNORE everything except an LBC or an MCOL in the next 6 years , keep all your evidence and a timeline of events etc , bearing in mind GRACE PERIODS etc too
come back for help if they try a court claim, then let a judge decide the outcome
which PPC was it ?0 -
It was NPE, National Parking Enforcement
I think they are based in Wymondham, which is about 5 miles from where I live but their head office is stated as being in Elstree, Herts.
I was in the parking space from 11:15 to 11:26 and the Public House doesn't open until 11:30 - I would have gone in there otherwise as aldi don't have public toilets, they let me use their staff one because it was my little girl, bless them.
I didn't even realise the pub owned some of the spaces - thought it was just an aldi0 -
yep, all simple mistakes in trying to be a good samaritan , shame its like this in this day and age , but I doubt this will go to court and due to the GRACE PERIODS argument you would probably win in court , although other legal arguments like no contract , no locus standii , signage that fails the IPC CoP and other arguments will also be used as well
I AM not even certain that NPE try court, but you never know, so check the BMPA ZENDESK and wait for other replies
but I would do nothing now, let them bluff and bluster and send nasty letters
if a judge decides you should pay , then pay, otherwise , dont pay
dontr forget , NPE have 6 years to try a court case, and GLADSTONES will be trying to get them to do it so they get extra money either way0 -
Thank you so much, I've been feeling so stressed about this. I really appreciate your help and I will do some research as advised.
I'm happy to go to court as think I've got a reasonable case.
thank you once again0 -
No court claim history:

This was the Heartsease pub wasn't it, well known as a cash cow for this scam. Search Google for 'Heartsease pub Aldi NPE' and you will be amazed how common this is. DO NOT PAY.
Plenty of complaint history re NPE who used to be called Norwich not 'National', the articles below are about another of their sites but the con is the same:
