council tax rebanding help please

Hi
I had a letter today saying my council tax band was band B as decided in 1991, however I am now classed as Band A. The effective date of alteration as stated on the letter is April 1993. I've paid band B council tax on this property since 2004 will i be refunded anything? I did ask for a rebanding 10 years ago and was told that it was correct in band B.

You should receive a refund of all overpaid Council TaxIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
