    So have they been "told to refund" or are they "facing calls to refund"? There's a fairly significant difference

    John Larkinson, Office of Rail and Road Director of railway markets and economics:
    "We are calling on train companies to commit to refund anyone who finds that they could have bought a cheaper ticket for the same journey"

    So for now there is no compulsion, just a suggestion.
