Cycle-to-work Scheme: Ex-employee

I 'bought' a bike under salary sacrifice years ago and paid the monthly amounts for the first 12 months. I then left that employer 18 months ago and today received a letter asking me to pay the final amount based on the written-down value, which is about £90.
An ex-colleague who was in the scheme the year before me and also left the employer after the initial 12-month period got a letter this time last year, then a reminder. He ignored them both and hasn't heard anything further and assumes it's been written off, as he's an ex-employee.
From what I have read employers are supposed to take monies owed from the final pay packet, although the examples only seem to talk about leavers in the initial 12-month period. Does anyone know what my obligations are? Is this just a 'try on', or should I be paying? Thanks.

The scheme works like this for most part:
12 monthly payments
1 off "extended lease deposit" based on the value of the bike
You normally get the deposit email within a couple of weeks of the final payment. Depending on the scheme this may not apply.
The letter you are talking about is money owed to the scheme, not the employer so the firm won't chase ex-employers. If the scheme wish to, they can take action to retrieve the money as you sign a contract saying you will pay itSam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.
