    Legalising all drugs and thereby massively reducing the number of young men who die in gang-related violence would be a much quicker and more politically palatable solution.

    I think this has already been binned, as only those with other pensions/income - which would take them out of the means test limit - would be able to take advantage of it. Otherwise, someone with nothing but the State pension might take the reduced State pension at 55, then demand means tested benefits to take them back up to the full £155 per week at State pension age.

    Cue screams of 'one law for the rich, one for the poor'.

    Didn't they sort of have this before where people could go into 'early' drawdown if they had a guaranteed income of £20,000 ?

    Yes, it is a bit like that, would be nice to see it evened out a bit so the spending goes to the area of greater need.

    Wouldn't help directly. The relevant life expectancy is cohort life expectancy at state pension age and there aren't many 65 year old gang members. But as atush pointed out, the tax revenue and savings could do a lot to help.
