DB transfer

I am currently in the process of weighing up the figures and looking at the pros & cons of transferring my deferred DB pension to a DIY sipp.
I know Iweb will accept transfer irrespective of whether my IFA advice is positive or negative, but HL and iii are 2 that require positive advice..
Anyone know other platform providers that would accept transfer even if I am advised against it.
