Disability CT Reduction -Possible Reassessment?

I am aware that properties that have been modified for those living with disabilities are eligible for a reduction in council tax (usually 1 band I think).
I was wondering, if a property has been extended, partly to install facilities for said disabled person, is there a risk that the council reassess the property at the same time.
So, in effect, it goes up one band (due to new size) but is given a reduction back to the initial council tax band.
Or, is there a possibility that when the property is no longer eligible for the deduction (said disabled person moved out), that the property is then reassessed at that point.
This would mean the property would/could possibly end up at a much higher band that it was to begin with! Making the point of such an exercise in the long term....futile.

The council do not re-assess the band for council tax, that is the remit of the valuation office agency (in E & W). The property would only be re-assessed for the correct banding if it was sold or ownership transferred (allowing for any banding errors that need corrected etc)
The Disability Band Reduction reduces the charge by one band.

I thought that was the case [re-banding only if bought/sold] but I read something on another forum where individuals claimed that their council tax had been reviewed after an extension was built. Seemingly in a random/arbitrary manner.
Some on the forum claimed this was neighbours asking for them to re-banded (possibly out of spite).
But, that was news to me. So I wanted to check if reviews could be taken place other than when a property changed ownership (as I thought).0 -
A CT band can be reviewed at any time and the band increased or decreased. But the band cannot be increased solely on the grounds of alterations carried out by the current owner after 1 Apr 1993 (Eng) or 1 Apr 2003 (Wales).
From experience (ex VOA) reviews to reduce CT band are far, far more common than to increaseIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
