Buy to let remortgage / guarantor

Hi,

Hopefully a simple question. Is a guarantor mandatory/required on a tenancy agreement if looking at a BTL remortgage?

My tenant has been on a rolling contract last 2 years but looking to get her into a new contract/rent increase prior to remortgaging and she can't provide a guarantor (90% of the rent is paid directly by the council to the lettings agent)

    Generally lenders are happy provided the rental contract is between you and the tenant under an AST.
