Ross and Robers extra charges

Hello,
I have been in here a while but set up a new account because I couldn't remember my login!
In 2015 I had a tough time and ran up a large council tax bill. Fastforward to late last year I had a letter from Ross and Roberts stating I now owe them 621 pounds. I set up an agreement with them to pay 103 pounds a month. It turns out I was late on Decembers payment and when I called up yesterday to pay the whold balance (I had a tax rebate) it turns out they sent someone to my old house and added 240 pounds onto my bill.
Livid!
The person at my old address is my sister and no letters were sent but now I end up having paid the original balance but with someone xalled Mr Neil chasing me up. He left a message just now chasing payment for 641 pounds that I apparently owe. No mention of the payment I made yesterday.
What can I do?!

CraigI no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. Is the £240 actually £235 - if so this would be standard fee for the next stage of enforcement action by the enforcement agents where an arrangement has either not been made or has been defaulted on. They will attend any address at which they suspect you may be (or have goods at), usually they start with the last known address provided by the local authority.
To be fair on the field agent they don't always get told straight away about some payments, especially if it's tasking time to clear. It can be confusing where they quote one balance and you think it's another and it's all down to the company in the middle.
