HELP! Property Debt Collection (Ground rent) - do we have to pay them?

Hi,
Just wondering if anyone can help...
We have received a letter from PDC today to say that our debt has been passed onto them. The debt is for service charge on our flat which we own... we originally owed the leaseholders £567 however PDC have added on charges totalling almost £300.
We admit that we owe the original amount and that we should have paid it to the property management company. I have tried calling the property management company to pay the amount that they billed us on 09 January, but they are saying that they cannot take any payment and it must go through PDC.
We called PDC and spoke to a rather obnoxious completely unhelpful man who basically said we have 7 days to pay the full amount including the admin charges or they will take us to court.
Do we have to deal with PDC and pay it to them?
What would happen if we pay the leaseholder via the bank transfer details in their Final reminder letter?

Debt Collectors, as opposed to Bailiffs, have as much right as me to demand money from you. If it had been Bailiffs collecting under a County Court order, that would be a different matter and you would be bound to pay the charges.
However, with mere Debt Collectors, who can tell them to go whistle.
Pay the money via a bank transfer to the property company and remember in future to pay the fees on time. According to there website they take on "no win no fee" solicitors cases as well, so if the client engaged them on that basis, they could instigate legal action, if they wished.
If however, on this occasion, they have been engaged as mere debt collectors, what papa smurf said above is correct.

as per the PDC website, this may be why the property management company refuse to take your payment directly:
It is rare, but in a very small number of cases you may be asked to pay Property Debt Collection or PDC Laws fees if:- You receive payment directly without speaking with us
