Underpaid holiday entitlement

Good morning
can anyone help me with this.
I work for a local shop on minimum wage of £7.20 an average of 11.5 hours per week, and get paid weekly in cash.
For the last 9 months of 2016 and the first 2 weeks of this year I have been paid an extra £9.66 per week to cover holiday pay (according to my employer). This means that if I take any annual leave I don't get paid for it (except the £9.66).
This week he didn't give me the £9.66 and said that I am not entitled to it as we started a new annual leave year on 1.1.17.
He says I and the other staff are entitled to only 4 weeks annual leave per year.
Does anyone know if this is correct?

A full time member of staff is entitled to 28 days holiday per year. Often that is in the form of four weeks plus the eight bank holidays if the business is normally closed on those days.
This equates to 12.07% of salary so that is the amount extra you should be getting.0
