Scottish Water rates v meter

Anyone know if it is cheaper by meter or rateable value for water rates this year of £709 (water & waste water charge). Family of wife and 3 teenage girls. Water consumption is normal - washing machine on once a day and say a 5-10 minute shower p.p.plus other general consumption. Meter would be for cost when kids leave but also to encourage them to good use of resources.
