    The other possibility is that the father gets a high state pension. One that is quite a bit more than the personal allowance. So, the tax he owes on the state pension is collected via the personal pension.
    i think the income is the key - he crosses the margins and I am guessing from various comments throughout the thread > I think the objection is that he is paying tax at all when a) perhaps they were not aware that pensions were seen and income and so can see tax deducted and b) I think there is someone who lives near who gets higher state benefits (or did per the old scheme), saved nothing and does not pay tax.

    So it is the sense of unfairness he is railing about, which if as she says he saved even something, must feel wrong. But as James says may not prevail under the new benefits approach

    My father comes from a time where if you didn't work you didn't get, nothing was bought on credit, if you didn't save you didn't get it, bils and food were the first priority everything after that was a luxury. He is still the same today, perhaps he thinks he money doesn't stretch as far a it should even after being careful, but I would never see him go without, but it doesn't stop him bending my ear from time to time.

    I also think he should stop watching programs like 'Benefits Britain', and such

    That makes sense. The changes to the pensions / benefits system to limit some people payments may make him a tad less frustrated - but won't make him notably richer.

    The personal allowance before tax is promised to go to £12,500 -that should help a bit in the next couple of years.

    And you are right whether reading the frequent "worst case" shock horror headlines in the press and watching that kind of thing may skew your perspective, albeit there should be some facts behind the cases shown.
    I am just thinking out loud - nothing I say should be relied upon!
