Working mileage tax refund

Hi I don't know if anyone can help with this. My husband put in an application for work mileage tax refund giving all the details asked for including company he worked for which is pertemps.
The application was going through and he was talking with a lady on the phone going through application he said where he worked for again and she said apologies but we can't process your application as you work for an agency. A week or so later another application came through which was not applied for. But because he was told he couldn't apply as he worked for an agency he ignored.
Now he is get an invoice for 240.00 plus vat.??
But they cancelled the application where do we stand does anyone know please
